На порталі з 20.12.2008 Анотація: У другому томі монографії авторський колектив продовжує аналіз широкого спектра проблем, пов’язаних з державотворчим процесом, політико-адміністративним устроєм, організацією державного управління та державної служби та діяльністю державних службовців. Автори вивчають особливості функціонування державної служби на українських землях у складі СРСР, Польщі, Румунії і Чехословаччини у міжвоєнний період, управління окупованими територіями України під час Великої вітчизняної війни, еволюцію радянської системи управління у повоєнні десятиліття. Останній розділ присвячений організації і функціонуванню державної служби у незалежній Україні. Фундаментальне дослідження з історії державної служби в Україні підготовлене в рамках наукового проекту, що реалізується на замовлення Центру адаптації державної служби до стандартів Європейського Союзу коштом державного бюджету України під керівництвом Головного управління державної служби України. Реалізація проекту приурочена до 90-річчя запровадження державної служби в Україні та здійснюється на виконання розпорядження Кабінету Міністрів України «Про відзначення 90-річчя запровадження державної служби» від 11 червня 2008 року №817 р. В рамках цього проекту у 2008 р. були видані «Нариси історії державної служби в Україні» (київське видавництво «Ніка-Центр», 536 с.)

Summary: Volume 2 of the “History of Civil Service in Ukraine” covers a wide range of issues related to the state-building process, political and administrative structure of public administration and civil service, activities of civil servants. The composite authors’ study offers analysis of the specificities of the civil service in Ukraine as a part of the USSR, Poland, Rumania and Czechoslovakia in the interwar period; administration of occupied Ukrainian territories during the Great Patriotic War, development of the Soviet governance system within the postwar decades. The last chapter covers the issues of organization and functioning of the civil service in independent Ukraine. The given fundamental research has been completed within the framework of the scholarly project of the Center for Aligning Civil Service with the EU Standards (financed by the state budget) under the direction of the Main Civil Service Department of Ukraine. Since the project implementation has coincided with the 90th anniversary of Ukraine’s civil service, it is being performed further to the Resolution of the Cabinet of Ministers of Ukraine “On Commemoration of the 90th Anniversary of Civil Service in Ukraine” dated June 11, 2008 #817.
